우리는 지금껏 ‘학습사회’와 ‘시민사회’의 이상을 별개로 추구해 오는 가운데, 학습사회와 시민사회의 발전을 일정 부분 성취했으나 ‘시민 없는 학습사회’ ‘학습 없는 시민사회’의 문제를 초래했다. 본 논문은 이러한 현실 진단 및 교육과 정치의 관련성에 대한 선행연구를 바탕으로 학습사회와 시민사회의 이념과 실천을 개념적으로 결합한 ‘민주적 학습사회’와 ‘학습하는 시민사회’의 모습을 구안하였다. 민주적 학습사회에서는 학습자의 시민권적 권한 곧 학습권을 시민 모두에게 보장하고, 시민사회가 기대하는 교육적 인간상을 추구한다. 학습하는 시민사회에서는 시민 모두가 통합적, 다원적, 반성적, 행동적 시민성을 학습하며 반시민적, 비시민적 의식과 태도를 극복한다. 끝으로 학습사회와 시민사회의 결합을 유지하기 위한 구체적인 과제로서 시민교육의 핵심 내용, 교육적 소재, 방법, 공간 및 지도자 육성 방안 등을 제시했다.
Abstract
We have tried to realize 'learning society' and 'civil society' in separate context, but we have problems of 'learning society without citizen,' and 'civil society without learning.' This study explored the way how to connect learning society to civil society and constructed 'society of democratic learning' and 'society of learning citizen.' The former includes right to learn for all and the educated democratic citizen. The latter includes inclusive, pluralistic, reflexive, and active citizenship learning. And this study suggested the ways how to sustain the connection of learning society and civil society: key contents, learning materials, methods, and fields of civic learning; and training of civic leaders.
