일본의 재외국민 정책에 관한 연구 - 한국에의 함의를 중심으로 -

21세기의 세계사적인 규모에서의 주요 특징 가운데 하나는 민족국가의 단위를 넘어 전 세계를 무대로 활동하는 사람들의 비약적인 증가이다. 이들의 존재는 민족이나 국민에 대한 개념의 재정립을 요청하고 있으며, 나아가 한 국가의 ‘재외국민’을 사정(射程)에 둔 정책의 입안과 집행이 현실적으로 필요하고도 불가결하게 하고 있다. 우리나라에서도 역시 재외국민의 수는 나날이 증가하는 일은 있어도 감소하는 일은 없을 것이다. 한국에서의 건설적이고 체계적인 재외국민 정책이 급무인 것은 재론을 요하지 않는다. 재외국민 정책은 주로 보호와 거주국에서의 위상강화, 모국과의 연계 등에 초점이 맞추어지고 있으며, 특히 최근에는 재외국민의 모국에서의 정치적 참가가 중요한 논점의 하나가 되고 있다. 이러한 사정을 고려하여, 우리나라보다 앞서 체계적인 재외국민 정책을 추진해온 일본의 사례를 연구하여 한국에서의 재외국민 정책의 수립과 집행에의 함의를 얻고자 하는 것이 본고의 목적이다. 일본정부의 체계적이고 종합적인 재외국민 정책은 이미 오래전부터 시행되어온 것으로 국민 보호를 위한 정부의 당연한 활동의 모두를 담고 있다고 할 수 있다.
Abstract
One of the main historical features in 21th century is a noticeable increase of people who live all around the globe beyond a frame of a nation. They requires a re-arrangement of an idea of a nation and made it essential to bring in policies about 'nation peoples lived abroad.' It is considered that a percentage of these people will increase as time goes by. From the point of that, it is totally no wonder that a need for a systematic, constructive plan on strangers in Korea arises. The policy for nation peoples lived abroad mainly focuses on their protection, their firm status in a living country, and a link to their native country. Paricularly, a current important issue is a political participation in their native country. The synthetically systematic policy made by Japanese government has become effective for such a long time, and it is all about actions that the government should do to protect their people. We should take into consideration a building of close relationship between nation peoples lived abroad and their native country, and a procedure of giving political rights to them.
