재외국민 참정권시대, 재외동포정책 방향 모색 - 현지화와 네트워크 정책을 중심으로-

재외동포정책이 본격화된 10여 년 간, 한국정부의 재외동포정책은 많은 변화를 가져왔다. 재외동포법 제정 때까지만 해도 공백이었던 재외동포정책이 오늘에 와서는 재외국민의 정치참여가 가능한 참정권시대가 실현된 것이다. 그러나 이러한 성과 이면에 현행 재외동포정책은 법적, 제도적인 측면에서 문제점들을 드러내고 있다. 재외동포정책의 두 핵심 축은 거주국에서의 적응 및 지위향상을 추구하는 현지화정책과 모국과의 유대를 강화하기 위한 네트워크정책이다. 따라서 양자 사이의 균형과 동등화의 원칙을 유지해야만 모국과 재외동포사회가 윈-윈 할 수 있는 재외동포정책을 실현할 수 있다. 이 연구는 바로 현지화정책과 네트워크정책을 중심으로 현행 재외동포정책의 문제점을 파악하고, 나아가 새로운 재외동포정책 방향을 제시하였다. 첫째, 현지화 맞춤형 지원정책이 필요하다. 재외동포를 단순히 한국의 기준으로 접근할 것이 아니라, 국가별‧지역별‧세대별‧분야별로 나누어 그들의 이익에 부합되는 맞춤형 지원정책을 제공해야 한다. 둘째, 네트워크 활용도를 제고해야 한다. 정부는 재외동포 네트워크 구축에만 주력을 할 것이 아니라, 구축한 네트워크를 충분히 활용하도록 지원해야 한다. 셋째, 상시 소통체계를 구축해야 한다. 재외동포정책에 대한 현장의 요구를 귀담아 듣고 이를 정책에 반영할 수 있는 상시 소통체계가 구축되어야 한다. 넷째, 정책 방향 설정과 추진의 실효성을 제고해야 한다. 재외동포정책은 종합적인 정책목표와 사업계획이 부재하고, 또한 부처 간 사업의 중복성으로 인해 정책 추진 체계의 효율성 저하문제가 나타나고 있다. 따라서 종합적인 정책목표를 수립하고, 정책 추진의 실효성을 제고해야 한다.
Abstract
The policies of Korean Diasporas have been regulated for 10 years in which there have been great changes of policies related to Korean Diasporas for Korean government. Until 1980, there were no regulated policies related to policies of Korean Diasporas. Nowadays, political participation for Korean Diasporas became true, but it also revealed several legal and institutional problems in the existing policies of Korean Diasporas. The two overwhelming policies for Korean Diaspora were indigenization policy looking for a better life and a rise of status and network policy strengthening the link with motherland. In consequence, the equality and balance could be maintained and the win-win policy of the motherland and Korean Diaspora society could be realized. This study investigated the problems of policies for Korean Diaspora focusing on the indigenization and network policies and revealed a new direction of the Korean Diaspora policy. First, it needed an appropriate aid policy for indigenization. The policy should not simply correspond with Korean standards, but also coincide with benefits of people divided by country, region, generation, and field. Second, it needed to improve the network utilization. Governments should not only focus on the construction of network, but also pay more attention on the utilization of network. Third, it needed to found a communicating system which could well listen the demand of policies for Korean Diasporas and get the reflection of the policies. Fourth, it needed to improve the effectiveness of setting the policy direction because current Korean Diaspora policies were not applicable to comprehensive policy goals and business plans. In addition, repeat businesses of governments led to the low efficiency of implementing policies. Therefore, it needed to set repeat goals and improve the efficiency of implementing policies.
