Abstract
Japan's nuclear option, an unthinkable prospect during the Cold War period, has become a controversial issue in the changing context of the Post-Cold War era. Since the early 1990s, many scholars argue that Japan will inevitably become a military superpower in commensurate with its economic superpower and possibly possess nuclear weapons in the near future. However, this study argues that anti-militarism and anti-nuclear sentiment, which have strongly rooted in the political and legal institutions in postwar Japan, have greatly constrained Japan's nuclear option so far, although Japan has both necessary technological capabilities and a favorable international environment to possess nuclear weapons. However, international crises, which may threat Japan's vital interests fundamentally, would have a great impact on these anti-nuclear sentiment and bring about major changes in the political and legal institutions. Under such circumstances, it is highly likely that Japan will seek a nuclear option in the future.
