Abstract

Is it possible to deter de facto nuclear North Korea with conventional forces? While this question has been central to debate on South Korea’s deterrence strategy, this paper finds that the question is limited to a dichotomous distinction between nuclear and conventional forces. Debating on the ‘sufficiency’ of existing conventional deterrence strategy against increasing nuclear missile threats, the discussion fails to look at countries more comprehensively, who have secured the so-called ‘nuclear latency’ - the ability to acquire nuclear weapons in case of emergency. Japan, for instance, as another major US ally in East Asia, has developed its conventional deterrence strategy, as well as nuclear materials and technology to produce fissile materials that are indispensable to production of nuclear warheads. Although South Korea does not have access to weapons-grade fissile material, it is securing advanced delivery means and strike capabilities that are critical delivery systems for operation of nuclear warheads. In this backdrop, this paper seeks to redefine the concept of nuclear latency as a new means of deterrence for non-nuclear states. More specifically, this study argues that non-nuclear states’ deterrence should be viewed from three distinctive layers: ① advanced conventional denial capabilities, ② advanced conventional retaliatory capabilities, and ③ nuclear latency. Second, based on this three-tier perspective, this study analyzed Japan and South Korea’s cases. Lastly, this study proposes how South Korea can enhance its deterrence against North Korea by seeking nuclear latency in tandem with their conventional deterrence capabilities.
