옹호연합모형(ACF)을 활용한 정책변동 분석-그린벨트정책을 중심으로

Abstract

The Korean Greenbelt policy was applicable to the Advocacy Coalition Framework(ACF) that wasdeveloped by P. A. Sabatier. According to the analysis of this study, the stable external parameters were theurbanization, the Greenbelt of environment preservation, the authoritarianism, the city planning law, etc. The dynamicexternal events were the IMF currency crisis, the appearance and maturity of NGO, the peaceful turnover of politicalpower, the Constitution Court decision, etc. The ACFs policy sub-system was affected by the external parameters.The policy sub-system was constituted by development advocacy coalition, preservation advocacy coalition and policybroker. The interaction between policy advocacy coalitions was strong conflict structure, and the conflict inducedpolicy-oriented learning. And learning acted as important factor of Greenbelt policy change. Finally, the output ofpolicy change appeared as special law, and the contents concretized as the Greenbelt readjustment including pro-environmental factors.
