본 논문은 최근 활발하게 논의되고 있는 기업도시의 건설에 대한 이론적 바탕과 이념적 가치를 탐색하고이에 근거하여 기업도시가 초래할 수 있는 부정적 측면을 조망함으로써 규범적 목표를 달성할 수 있는 개발전략을 제시하는 데 목적을 두고 있다. 기업도시의 개발이 기업도시 일방의 성공만으로 귀결되지 않도록 하기 위해서는 현재 상호 조정되지 않은 채 파편적으로 시행되고 있는 다양한 개발정책들을 기업도시와 연관시켜 집중하는해 낼 수 있도록 전략적이고도 민주적인 과정을 확립하여야 한다. 지나친 시장지향형의 계획방식은 성장연대의지나친 영향력 확대로 인하여 지역사회의 동반성장보다는 양극화를 초래할 가능성이 높기 때문이다. 한편 다양한연계정책을 동반 시행함으로써 기업도시가 일종의 개발의 섬으로 전락하지 않도록 해야 할 것이다. 기업도시의개발이익이 기업도시만이 아닌 지역사회 전체에 배분되도록 하는 세심한 배려가 필요하다.
Abstract
This paper aims to explore the theoretical backgrounds and ideological values on which company citiesare grounded. By attending to the embedded ideologies, plausible structural holes, into which imprudent developmentof company cities might slide, can be identified. Appropriate policy attention is required to avoid the downside effects,including unfair distribution of development benefits skewed toward entrepreneurs and selected population groups inthe region. The suggested policy recommendations are a) diverse development projects that are being implemented ina fragmented and uncoordinated manner are concentrated, targing to development of company cities; b) the planningand development procedures of company cities should be more inclusive and communicative; and c) diverse linkageprograms are required to prevent the company city from being a island of development, isolated socially as well aseconomically from the rest of the region.
