본 연구의 목적은 한국 병역제도(징병제)속의 병역정책에 대한 정책변동과정을 정책옹호연합모형(AdvocacyCoalitionFramework,ACF)을 적용하여분석하는 것이다. 1988년에 Sabatier에 의해 제시된 정책옹호연합모형(ACF)은 10년 이상의 장기간에 걸친 정책과정과 변동을 이해하고 설명하는데 있어 그 유용성을 높게평가 받고 있다.ACF는 규제선호집단과 반대집단이 경쟁하는 규제정책의 영역이며,60년 이상에 걸쳐 변화와 발전을 거듭해온 병역제도의 정책변동을 분석하는데 최적의 모형이라고 판단된다. 한국의 병역정책은 정치 ·경제 ·사회 ·문화 등 다양한 분야에서의 시대적 요구와 흐름에 따라 많은 변동이 있었다.정책의 집행에 있어 수많은 갈등과 문제양상 속에서 대안제시,문제해결을 위하여 정책이 수정이 되고 때로는 무산이 되어왔다. 그러므로 병역정책 사례에 대한 모형 적용을 통해 정책옹호연합모형 (ACF)의 유용성을 확인하고,병역정책이 이루어지는 과정을 모형의 구성요소인 외적변수,연합기회구조,신념체계,옹호연합,자원,전략,정책중개자,정책지향학습,정책산출,정책영향 등으로 이해하고 설명하고자 하였다. 따라서 본 연구는 이러한 정책 형성(policymaking)과 정책이 집행(policyimplementation)되고 환류(feedback)되어 가는 정책 변동과정에 대한 총체적인설명들로 이루어져 있다.
Abstract
The purpose of this study is to research the process of the policy change concerned with the Korean military service system(conscription) by appling the Advocacy Coalition Framework(ACF) model. The ACF model, proposed by Sabatier in 1988, is praised by many in its usefulness of understanding and explaining the process and changing of policies over a decade.The ACF model is allocated in the area of regulation policy where the regulation preference population and the opposing population collide and can be considered a fit model for researching the transition and development of themilitary service system for the past 60 years. Therefore, this study intends to confirm the usefulness of the ACF model through applying the model to examples of military service policies.This study also aims to understand and explain the process of forming military service policies by its components(external variables,unified opportunity structure, belief system, advocacy coalition, resources, strategy, policy intermediaries, policy-oriented acquisition,policy outputs, influence of policy). Thus, this study is composed of general explanations of the making,implementation and feedback of the military service policies.
