Abstract

This study explores how people with disabilities perceive housing precarity, the types of housing precarity they experience, and how they respond to housing precarity. So this study were conducted one-on-one interviews with 12 participants, and thematic analysis was performed. As a result, two categories, nine subcategories, and twenty conceptual themes were identified. Participants recognized the absence of livable housing as a key of housing precarity. They experienced various forms of housing precarity—including economic, tenure, physical, and accessibility-related precarity—often simultaneously or in situations requiring trade-offs among them. Additionally, participants pointed to unequal power dynamics in housing relationships (e.g., with landlords or family members), the exclusionary nature of the private housing market and public policies that overlook disability, and limited access to housing welfare systems as further dimensions of housing precarity. In their attempts to cope, participants tried to utilize public housing welfare programs, but found these responses insufficient due to restrictive eligibility and limited support. Others turned to the private housing market but encountered new challenges such as financial burdens, limited access to information, and lack of support personnel. Participants who faced barriers to both public systems and private markets often ended up resigning themselves to their precarious housing situations. Based on these findings, the study proposes a redesign of housing policies to reflect the multi-layered nature of housing precarity among people with disabilities, expansion and flexibilization of housing welfare systems, enhanced accessibility in the private housing market, and the establishment of comprehensive support systems to respond to housing precarity.
