The citizens' assembly is a public forum for democratic decision-making. The researcher looked at the discourse of the KBS citizens' assembly for citizenship education in the department of Korean Language. The discourse of the citizens' council was composed of three expression types; namely emphasis expressions, assumption expressions, and justified expressions. The type that appeared with high frequency is the emphatic expression, but the assumption expression resonate with the audience. The assumption expression is composed of the combination of the adverb of degree ‘if’ and the connecting ending ‘-myeon’. ‘If’ was identified as an adverb with the meaning of condition and assumption. However, it is divided into the opinion that it is co-occurated a connective ending of concession and the view that it is not. In the context in which the properties of [-certainty] and [+inference] are interpreted, ‘If’ can also be used with a conjunctive ending. Since the probable fact is half recognized, a concessive clause may be established. Therefore, it is used flexibly according to the situation and induces empathy from the audience. Genuine persuasion is possible only when the audience empathizes with them. Effective and efficient communication competence can be expected by extracting major expression types according to the purpose of discourse and analyzing their functions.
