The Main Disputed Point in the Issue of Sovereignty over the Dokdo Islets and the Dilemma in ‘Peculiar-land Theory’

One problem about sovereignty over the Dokdo Islets is an academic issue, and simultaneously, a political issue, through which we have witnessed a close relationship between the political friction of Korea and Japan and research on historical societies. In this study, researches on the Dokdo Islets in Korean historical society is examined through correlation to the historical development process of the bilateral discord over sovereignty. First of all, research up until the mid-1960s, when the basic logical frame of the Korean argument for sovereignty was established, was centered on ‘dispute on oral statements’ by both governments. Thereafter, it was concentrated on the excavation of new materials, which resulted in a shift in the main disputed point. Research on the Dokdo Islets completed in the primary-stage of the bilateral argument up until the mid-1960s. Afterwards a change came about, as historical materials were newly introduced into the 1980s. The historical materials introduced in this period decisively weakened the 'peculiar-land theory' on the Japanese side. However, in spite of this, the burden of (dis)proof of the 'peculiar-land theory' on the Korean side has not automatically expired. In Japan's case, the decision to include the Dokdo Islets in 1905 and its accompanied 'occupational theory on territory without a master (無主地先占論)' and the 'peculiar-land theory' are mutually exclusive and cannot be argued simultaneously. On the other hand, aside from its refutation, regardless of how the Japanese side makes any argument stand, the Korean side has the assignment of proving historical sovereignty.
