초록

이 글은 북한의 달러라이제이션을 비정상적인 현금 선호와 외화 선호가 함께 작용하는 현금 달러라이제이션 현상으로 진단하고, 이에 대한 이론적 논의, 체제전환국과 개발도상국의 사례, 우리나라의 금융과 외환제도 개혁 경험을 바탕으로 북한의 현금 달러라이제이션을 정상화할 수 있는 바람직한 정책 대응 방향과 구체적인 정책 대안을 제시하는데 목적이 있다. 북한의 현금 달러라이제이션은 사금융과 함께 공식 금융 시스템 붕괴의 한 단면이면서 화폐의 문제도 함께 작용하는 복합적인 현상이다. 이러한 점에서 현금 달러라이제이션은 북한의 화폐와 금융 시스템의 정상화를 위해 반드시 해결하여야 할 과제이다. 이를 위해서는 먼저 비정상적인 현금 선호 문제를 해결하기 위한 금융 시스템 개혁으로 출발하여 과도한 외화 선호 를 정상화할수 있도록 거시경제 안정과 북한 원화의 매력도를 높이는 단계적 접근이 필요하다. 화폐와 금융의 기능 회복은 경제주체들의 신뢰와 행태를 바꾸어야 하는 지난한 과정이므로 최고 권력층의 확고한 의지와 비전 그리고 정교한 정책 패키지가 제시되고 일관성 있게 추진되어야 한다.

Abstract

This study emphasizes that dollarization in North Korea is a phenomenon of cash dollarization, which is a combination of both excessive cash preference and foreign currency preference, and presents desirable policy directions and concrete policy measures to normalize cash dollarization in North Korea, based on theoretical discussions on dollarization, case studies on de-dollarization in transition and developing countries, and Korea's financial and foreign exchange system reform experience. Cash dollarization in North Korea is a complex phenomenon, which results from the collapse of the official financial system in North Korea and reflects the problem of monetary system in North Korea. In this respect, cash dollarization should be solved in order to normalize the monetary and financial system in North Korea. Step-by-step approach is needed to promote macroeconomic stabilization and the attractiveness of North Korean won in order to solve the problem of excessive foreign currency preference, starting with financial sector reform to solve the problem of excessive cash preference. Since the restoration of the function of money and finance is an extremely difficult process to change the trust and behavior of economic agents, the strong will and vision of the supreme power and elaborated policy packages should be presented and pursued in a consistent manner.
