북한 ‘달러라이제이션’의 정치학: 5차 화폐개혁 이후 국가-사회 관계의 변화를 중심으로

이 연구는 북한의 5차 화폐개혁 이후 본격적으로 확산되고 있는 달러라이제이션 현상의 정치적 의미를 분석하는 데에 목적이 있다. 달러라이제이션은 북한경제에 배태된 권력관계의 동학을 말해 주는 ‘창’이다. 달러라이제이션은 북한체제에서 ‘사회’의 존재와 그 영향력을 확인할 수 있게 해준다. 이 연구는 북한 달러라이제이션의 정치적 의미를 세 가지 수준에서분석한다. 첫째, 국가(정부)가 달러라이제이션을 수용하게 된 것은 정부가이데올로기적 명분보다는 정치경제적 실리를 선택했다는 사실을 말해 준다. 둘째, 달러라이제이션은 사회부문, 특히 돈주들의 정치경제적 자율성과 영향력이 확대된 결과이다. 마지막으로 달러라이제이션은 인민들이선택한 결과이기도 하다. 달러라이제이션은 부분적이지만 물가 상승 억제에 도움을 주고 보다 편리하게 시장활동을 가능하게 해 준다. 그 대신에인민들은 시장화와 달러라이제이션으로 발생하는 경제적 불평등을 감내해야 한다.
Abstract
In this paper I analyze the political meaning of dollarization in North Korea a phenomenon that has been spreading rapidly in North Korea since the country’s fifth currency reform. Dollarization can serve as a window to view the dynamics of the power relations embedded in the North Korean economy. Dollarization makes it possible to confirm the existence and influence of the ‘society’ in the North Korean system. This study analyzes the political meaning of North Korean dollarization on three levels. First, the state (government)'s acceptance of dollarization shows that the government has chosen political and economic practicality over ideological reasons. Second, dollarization is a result of the expanded political and economic autonomy and influence of the social sector, especially Donju (i.e., private merchants). Third, dollarization is also a result of people's choices. Dollarization, though partial, helps to curb inflation and makes market activity more convenient. With this, the people must endure the economic inequality created by marketization and dollarization.
