급진 우파 포퓰리즘적 정치 동원과 정당민주주의의 딜레마: 북유럽 사례를 중심으로

초록

이 연구는 1990년대 이후 북유럽의 급진 우파 포퓰리즘적 정치 동원에서 비롯된 정당민주주의 딜레마를 의회 내 주요 정당들과의 전략적 상호작용을 통해설명한다. 첫째, 의회제와 비례선거제로 유사한 정치 제도적 환경 속에 정당 간연합정치가 제도화된 북유럽에서 포퓰리스트 우파 정당의 의석 점유율 증가로인한 정당 정치의 변화와 교착상태를 ‘정당 민주주의 딜레마’ 상황으로 정의한다. 이념적 일관성이 결여된 경제⋅사회 정책 집합을 보유한 급진 우파정당과의 협력은 전통적 연정 구성 정당 간 연합의 불안정을, 비협력은 소수정부구성으로 인한 의회 불안정을 초래하였다. 둘째, 북유럽 정당정치는 정당 간 전략적이해교환에 따른 실용주의적 연정 협상과 절차적 합의를 통해 현상 유지되며이를 통해 포퓰리스트 우파 정당은 기성 정당체제에 편입된다. 하지만 이민, 조세, 복지정책 등 일부 정책적 변화와 연합 정치적 변화로 인해 근대적 정당편성에 균열이 나타난다.

Abstract

This study explains the party-democratic dilemma resulting from the radical right-wing populist political mobilization in northern Europe since the 1990s through strategic interactions with established parties. First, in Northern Europe, coalition politics between parties has been institutionalized in a similar political institution with the parliamentary system and proportional election system. This study defines changes in party politics and the deadlock due to the increase in seat share of populist right-wing parties as to the ‘party democracy dilemma’ situation. Cooperation with a radical right-wing party with a set of economic and social policies lacking ideological coherence resulted in instability of the coalition between the parties in the traditional coalition, and non-cooperation caused instability in the parliament due to the formation of a minority government. Second, the traditional type of Nordic party politics has remained through pragmatic coalition negotiations and procedural agreements based on the strategic exchange of interests between parties. However, cleavages appear in the modern party formation due to policy changes such as immigration, taxation, welfare policies, and changes in coalition politics.
