Abstract
This thesis interprets the repeated occurrences of major collapse disasters in South Korea—namely t he W awoo Apartment, S eongsu B idrge, S ampoong Department Store, and Mauna Ocean Resort incidents—not as mere technical failures, but as “socially constructed disasters” shaped within the frameworks of state perception and governance. It is guided by two central questions: “Why do certain types of disasters recur?” and “How do the state and civil society perceive and construct disasters?” Drawing on James C. Scott's concept of state simplification, this study analyzes how the state abstracts complex social realities, reduces disasters for administrative efficiency, and swiftly absorbs them into routine governance—thereby concealing their structural causes. In contrast, civil society either recognizes disasters as failures of the state or passively internalizes them. By examining this asymmetry in perception and the underlying governance structures, the study reveals how the potential for disaster recurrence becomes institutionalized. It ultimately seeks possibilities for transforming both the perception and governance of disasters.
