Abstract

The purpose of this study is to assess the U.S. involvement in the Jeju 4⋅3 Incident within the context of American foreign policy perceptions during the early Cold War. In particular, this research analyzes the relationship between the United States and the Jeju 4⋅3 Incident by examining the concept of the “American boundary,” which was shaped through the interaction between the American exceptionalism and the pursuit of national interests. Given the difficulty of attributing direct responsibility to the U.S. for the tragedy of 4⋅3, this study seeks to reframe the issue by highlighting America’s “structural responsibility.” In East Asia and on the Korean Peninsula, the American boundary had already been narrowed; on Jeju Island it was exceptionally constrained. As a result, the U.S. condoned and stood by in the face of brutal violence and mass slaughter, while othering the people of Jeju and easily deferring its professed ideals. This research situates U.S. involvement within a multilayered Cold War structure spanning the global, regional, national, and local levels. Through this approach, the study aims to broaden the understanding of U.S.-4⋅3 relations and contribute to the wider scholarship on U.S.-Korea relations and American interventions in the Third World.
