이 연구에서는 한국 경찰공무원을 대상으로 이원화 자치경찰제도에 대한 태도를 실증적으로 분석하여 그 실태를 진단하고 이원화 모형 도입 태도에 영향을 미칠 수 있는 요인 등을 확인해 보았다. 주요 연구결과는 다음과 같다. 먼저, 한국경찰은 새롭게 도입되어 시행되고 있는 일원화 자치경찰제도에 대해 보통보다 낮은 수준으로 평가하고, 이원화 모형으로의 제도 변화 추진 사실을 보통 수준으로 인지하고, 이에 대한 선호 또한 보통 수준으로 나타났다. 둘째, 정부에서 추진하는 이원화 모형으로의 제도변화에 대한 인지 수준 및 이에 대한 태도는 경찰공무원들의 배경특성에 따라 조금씩 차별적이었다. 셋째, 정부가 추진하는 이원화 모형에 대한 경찰공무원들의 태도는 배경변수, 자치경찰제 긍정 경험, 그리고 자치경찰제도 인지특성 등에 영향을 받고 있음을 확인할 수 있었다. 구체적으로, 남성경찰관이, 자치경찰에 대한 긍정 경험이 높을수록, 그리고 실천특성에 대한 동의가 높을수록 이원화 모형에 대해 더욱 긍적적일 것을 예견할 수 있다. 마지막으로, 경찰공무원의 이원화 모형에 대한 태도는 이원화된 자치경찰조직에서 근무할 의향에 유의미한 양(+)의 영향을 미치는 것으로 나타났다. 이러한 분석결과를 바탕으로 한국정부가 추진하고자 하는 자치경찰 이원화 모형의 성공을 위한 시사점에 대해 살펴보았다.
Abstract
This study empirically analyzed the attitudes of Korean police officers toward the dual autonomous police system and identified factors that could affect the successful introduction of the system. The main research results are as follows. First, the Korean police evaluated the newly introduced and implemented unified autonomous police system at a lower-than-average level, recognized the fact that the system was being changed to a dual model at a moderate level, and showed a moderate preference for it. Second, the level of awareness of an attitudes toward the institutional change to a dual model promoted by the government were slightly differentiated depending on the background characteristics of police officers. Third, it was confirmed that police officers’ attitudes toward the dual model are influenced by background variables, positive experiences with the present autonomous police system, and cognitive characteristics of the autonomous police system. Specifically, male police officers were more positive than female officers, and it can be predicted that the higher positive experience with autonomous police, and the higher the agreement on practical characteristics of autonomous police system, the more positive toward the dual model will be. Lastly, police officers’ attitude toward the dual model was found to have a significant positive effect on their intention to work in a dualized autonomous police organization. Based on these analysis results, some implications for the success of the dual autonomous police system that the Korean government is trying to initiate were suggested.
