국내 채권유통시장의 대체거래시스템에 관한 재검토

일반적으로 채권 유통시장은 시장참가자가 제한되어 있고, 주식시장에 비해 채권거래의 투명성이 낮은 상황에서 가격발견기능이 효율적으로 이루어지 않을 수 있다. 이에 정부는 1998년에 장내시장인 거래소에 국채전문유통시장을 허용하였으나, 여전히 채권의 80%는 장외에서 거래되고 있다. 이와 같은 결과에 의하면 일반적으로 채권시장이 유동성 집중현상이 나타나는 대표적인 시장임에도 불구하고, 장내시장으로의 유동성 집중은 성공하지 못했다고 평가할 수 있다. 채권시장 선진화를 위해 2009년 장외시장에 전자시스템을 허용하였으나, 이 시스템은 현재 제도 하에서 자동체결 및 결제는 지원하고 있지 않아 완전한 대체거래시스템이라 하기는 어렵다. 본 연구는 현재 국내에서 도입된 채권유통시장 거래시스템들을 살펴보고, 대체거래시스템 도입의 필요성 재검토 및 향후 국내 채권시장에 대체거래시스템을 성공적으로 도입하도록 하기 위해 대체거래시스템 도입으로 발생할 수 있는 여러 문제점을 논의하는데 주요 목적을 두고 있다.
Abstract
In general, participants in the bond secondary market are likely to be limited and the transparency of transaction in the bond market is lower than in the stock market. Then, it is difficult to find the price in the bond secondary market efficiently. Finally, the government allowed KRX(Korea exchange market) to open the KTX(government bond market system). However, about 80% of bond transactions are still traded in the over-the-counter market. Again, the government allowed over-the-counter market to open the electronic trading system, which is Free Bond. However, this system is not the form of perfect ATS because carrying-out and settlement of transactions are not supported automatically. The main purpose of study is to review the electronic systems in the bond secondary market and the need for introducing ATS(Alternative Trading System) that have been discussed so far. In addition, the study focuses on the discussion for problems that can be occurred by introducing ATS.
