본 연구는 지역축제가 지역 방문객 수와 방문객 소비지출에 미치는 영향을 실증적으로 분석하고, 특히 인구감소지역에서 축제효과가 차별적으로 나타나는지를 규명하는 것을 목적으로 한다. 이를 위해 2018·2019·2022·2023년 전국 208개 기초자치단체의 패널자료를 활용하여 고정효과 모형을 적용하였다. 분석 결과, 지역축제 지출은 전체 방문객 수 증가에 유의한 정(+)의 영향을 미쳤으며, 이러한 효과는 인구감소지역에서 더욱 크게 나타났다. 내·외국인 방문객을 구분한 분석에서도 축제효과가 확인되었으나, 내국인 방문객에서 효과의 크기와 설명력이 상대적으로 높았다. 반면, 방문객 소비지출에 대해서는 축제의 직접적 효과가 통계적으로 유의하지 않았으며, 인구감소지역에서도 추가적 소비 증대 효과는 확인되지 않았다. 이는 축제가 방문객 유입에는 기여하지만, 지역 상권·체류 인프라 등 소비 기반이 충분히 구축되지 않을 경우 경제적 파급효과로 연결되기 어렵다는 점을 시사한다. 본 연구는 인구감소지역이라는 구조적 맥락을 분석에 반영함으로써 지역축제 정책의 이질적 효과를 실증적으로 제시하고, 지방소멸 대응을 위한 축제정책의 전략적 방향에 시사점을 제공한다.
Abstract
This study empirically examines the effects of local festivals on visitor inflows and tourism-related expenditure, with a particular focus on whether such effects are amplified in depopulating regions. Using panel data from 208 Korean local governments for the years 2018–2019 and 2022–2023, excluding the COVID-19 disruption period, fixed-effects models are employed to control for unobserved regional heterogeneity and time-specific shocks. The results show that local festival expenditure has a statistically significant positive effect on total visitor numbers, and this effect is substantially stronger in depopulating regions. When disaggregating visitors, both domestic and foreign visitor inflows increase with festival spending, though the magnitude and explanatory power are greater for domestic visitors. In contrast, no significant effect is found for tourism expenditure, indicating a structural gap between attracting visitors and inducing local consumption. These findings suggest that local festivals can function as an effective policy tool for increasing visitor inflows in depopulating areas, but complementary strategies are required to convert visitation into sustained economic benefits. The study contributes to the literature by highlighting the heterogeneous effects of festivals across regional demographic contexts and offers policy implications for place-based strategies addressing regional depopulation.
