Abstract
This study analyzes the shifting structure of China’s Belt and Road Initiative (BRI) by examining its cooperation with Malaysia, focusing on the integrated development project in Kota Kinabalu. Initial large-scale BRI projects in Malaysia—such as the East Coast Rail Link (ECRL), Bandar Malaysia, and Melaka Gateway—faced major challenges, including heavy financial burdens, political shifts, and local resistance. In response, China has adopted a more decentralized and adaptive strategy called “Small but Beautiful Projects,” emphasizing regional alignment, stakeholder engagement, and sustainability. The Kota Kinabalu case illustrates this shift through a multi-layered model integrating port expansion, urban renewal, logistics infrastructure, and industrial zones—driven by local governments and private-sector involvement alongside Chinese investment. This model signals a transition from top-down megaprojects to bottom-up, collaborative development. The findings show how BRI partnerships can evolve to prioritize host country agency, risk mitigation, and long-term alignment, offering useful implications for future global infrastructure cooperation.
