Abstract
This study examines the transformation of the diplomatic document known as “dispatch” (照會) used in Joseon during the Open Port Period through a historical document analysis. Following the signing of the Treaty of Ganghwa, Joseon extensively utilized dispatch as a means of communication and evidence among diplomatic practitioners. Initially, the format of dispatch was adapted based on the counterpart country. However, after 1883, with an increase in the number of countries establishing diplomatic relations, a unified document format was adopted, influenced by Qing’s document style through Min Yeong-mok(閔泳穆). Therefore, from 1883 to 1896, the format of dispatch was established under the influence of traditional tributary documents and Qing’s practices. After 1896, dispatch began to differentiate into diplomatic documents and domestic public documents. As a diplomatic document, dispatch evolved to include the assignment of document numbers and the preparation of drafts based on previously used formats. In contrast, domestic public documents labeled as dispatch were written in a mixed script of Korean and Chinese characters and used both the official seal and the official title. This difference was influenced by the Japanese public document style, while the diplomatic dispatch employed a mixed format shaped by the influences of both Qing and Japan. In the translation process of dispatch, there was a tendency to seek consistency in format and meaning between the original text and the translated document. Notably, the term “dispatch” was used for dispatch in English-speaking countries, and document titles were recorded on letterheads. These characteristics served as distinguishing factors as rules were established among countries exchanging such documents. Thus, dispatch, as a diplomatic document during the Open Port Period, reflected the political circumstances of its time.
