Abstract

This study applies the Western “expressive model” of police trust within a gender-sensitive framework, aiming to examine how perceptions of disorder and fear of crime interact to shape public trust in the police. Drawing on data from the Crime Victimization Survey conducted by the Korean Institute of Criminology and Justice, the analysis specifically investigates the moderating effect of fear of crime on the relationship between disorder perception and police trust, with a focus on gender differences. The results indicate that both perceptions of disorder and fear of crime negatively influence police trust regardless of gender. However, the conditional effect of fear of crime reveals that the direction and magnitude of the relationship between disorder perception and police trust vary significantly by the level of fear and by gender. Notably, the findings suggest that the theoretical coherence of the expressive model may be more applicable to women’s perceptions than to men’s, highlighting the necessity of a gender-differentiated perspective in understanding public trust in the police. These results underscore the importance of incorporating gender-specific strategies into policing and public safety administration as a prerequisite for the effective design and implementation of policies.
