여성의 공공 CCTV 정책 효과성 인식이 경찰신뢰에 미치는 영향: 범죄피해 두려움의 조절효과를 중심으로

본 연구는 기존 서구중심의 경찰신뢰 설명모형인 ‘도구적 모형’ 에 기반하여 여성을 대상으로 범죄피해 두려움의 구체적 수준에 따른 CCTV 정책의 효과성 인식과 경찰신뢰간의 인과적 모형을 살펴보았다. 이를 통해 경찰신뢰 제고를 위한 각종 실천적 논의를 통해 여성을 대상으로 한 CCTV 관련 전략적 범죄예방 정책을 제공하고자 함에 목적을 둔다. 이에 본 연구는 ‘범죄예방 목적의 공공 CCTV에 관한 일반시민 인식조사’ 자료를 활용하여 분석을 시도했으며 구체적인 분석결과는 다음과 같다. 우선, 공공 CCTV 정책에 대한 효과성 인식은 경찰에 대한 신뢰를 제고할 수 있는 선행요인으로 알 수 있었다. 하지만 여성의 범죄피해 두려움의 경우 경찰신뢰에 유의한 영향을 줄 수 없었다. 나아가 공공 CCTV 정책 효과성 인식이 경찰신뢰에 미치는 영향에 있어서 Johnson-Neyman에 따른 범죄피해 두려움의 구체적 수준을 살펴보면 두려움 수준이 낮은 하위 70% 집단의 경우는 양적으로 유의한 영향을 줄 수 있었으나, 상위 30% 집단은 영향을 줄 수 없는 것으로 나타났다. 이와 같은 결과는 여성을 대상으로 범죄피해 두려움을 감소시킬 수 있는 각종 정책적 대안이 요구되며 경찰에 대한 신뢰제고를 위한 CCTV 정책의 효율적 운영방안에 대한 정교한 논의의 필요성을 남긴다.
Abstract
This study examined the causal model between the perception of effectiveness of CCTV policies and trust in police according to specific levels of fear of crime targeting women, based on the 'instrumental model', which is an existing West-centered police trust explanatory model. Through this, the purpose is to provide strategic crime prevention policies related to CCTV targeting women through various practical discussions to enhance police trust. In this regard, this study attempted an analysis using the data of the 'Survey on General Citizens Perceptions of Public CCTV for Crime Prevention', and the detailed analysis results are as follows. First of all, the recognition of the effectiveness of public CCTV policy was found to be a leading factor that can enhance trust in the police. However, women's fear of crime could not have a significant effect on police trust. Furthermore, when looking at the specific level of fear of crime according to Johnson-Neyman, in terms of the effect of public CCTV policy effectiveness perception on police trust, the lower 70% group with a low fear level could have a positiviely significant effect, but the upper The 30% group was found to be unaffected. These results require various policy alternatives that can reduce the fear of crime victimization for women, and leave the need for elaborate discussions on effective operation methods of CCTV policies to enhance trust in the police.
