무급 돌봄노동 비숙련 통념에 대한 비판적 고찰

본 연구는 무급 돌봄노동은 비숙련 노동이라는 통념을 여성주의 관점에서 비판적으로 분석한다. 숙련은 남성중심적으로 개념화되면서 여성화된 돌봄노동의 숙련을 잘 드 러내지 못하는 한계가 있다. 사적영역의 돌봄노동 경험을 드러내기 위해 17명의 기혼 남녀를 심층면담하고, 커스터러(Kusterer, 1978)의 작업지식 논의를 기반으로 숙련을 판단했다. 면담 결과를 보면 육아, 요리, 청소, 세탁 등 양육적, 비양육적 돌봄은 작업 지식이 필요한 숙련노동이며, 비숙련 통념이 유지되는 기제는 다음과 같다. 첫째, 소외 되고 성별화된 전문화와 과잉 일상화, 둘째, 양육적, 비양육적 돌봄의 위계적 성별분업, 셋째, 돌봄의 관리적 특성으로 인한 작업지식 수렴과 축소 등이다. 분석 결과를 토대로, 돌봄 세부 노동 논의, 비양육적 돌봄의 성평등한 분담, 돌봄노동 작업지식 공론화, 초기 작업지식 공유의 중요성을 정책에 반영할 것을 제안했다.
Abstract
This study critically analyzes some stereotypes of unskilled care work from a feminist perspective. As skills are conceptualized as male-centered, skills of feminized care work are not well evaluated. In order to reveal the experiences of care work in the private sphere, 17 married men and women were interviewed in-depth, and their skills were judged based on Kusterer’s discussion of working knowledge. Interview results proved that relational and non-relational care work-childcare, cooking, cleaning, and laundering-are skilled work, and three mechanisms were found to maintain unskilled stereotype. First, gendered specialization and excessive routinization in the isolated sphere, second, hierarchical gendered division of relational and non-relational care work, and third, care work’s characteristics of planning and decision-making and convergence of working knowledge into one person. Finally, this study suggests the importance of discussing detailed care work experiences, gender-equal sharing of non-relational care work, public debate on care work’s working knowledge, and gender-equal sharing of working knowledge at critical moments like marriage and childbirth.
