Abstract

Care work has for long been conceptualized as “labor of love” or “women’s personality.” And paid care work has been treated as it was a variation of women’s unpaid care work. This invisible women’s labor poses significant problems for paid care workers. Therefore, this study examines whether creating a new care job has brought any change. And it analyzes the actual experiences of in-home long-term care workers in the relationship with supervisors(employers) and caring service recipients. According to the in-depth interview, in-home long-term care work has been a gendered job. It also has not valued as a skilled job. Last, it has a feature of relational labor. These characteristics of care work affected the relationships between care workers and supervisors, or care workers and care-recipients. When workers’ skill and capacity were recognized by supervisors and recipients, the workers could negotiate their daily duties to have greater autonomy on the job. For the good quality of care, it is important to support the care workers become quality workforce. Introducing a high-road strategy to care work should be considered.
