한국의 원조 동기에 관한 ‘안보’적 관점

초록

본 논문은 민주화 이후 한국 역대 정부의 ODA(공적개발원조) 정책과 중점협력국 분석 등 역사적 접근법을 통해, 한국 ODA는 경제⋅상업적 이익추구뿐 아니라 한국의 대외 안보 정책과도 긴밀하게 관련되어 있음을 밝히는 것을 목적으로 한다. 특히 저자는 한국 ODA의 주요 동기 중 하나로, 미국의 글로벌 안보 전략 지원과 이를 통한 한미동맹의 공고화 그리고 대북견제를 통한 한반도 평화 유지 및 구축이 중요하게 작용했음을 분석했다. 본연구는 한국이 ODA를 통해 추구하고자 하는 주요 국익 중 하나는 대외 안보 정책 지원이라는 점을 밝힘으로써 기존의 공여국 규정에 있어서 일원적인 접근 방식을 비판한다. ODA는 본질적으로 국제 관계의 주제이다. 따라서 근본적으로 공여국의 ODA 동기를 파악하는 방식은 분야별 지원액이나원조 형태와 같은 ‘기술적’ 차원의 분석이 아니라 공여국-수원국간의 관계에 대한 분석일 것이다. 본 연구 분석 결과, 한국 ODA 정책 목표는 안보목표가 포함되어 있으며, 공여활동은 초기부터 지금까지 한국 대외안보 정책에 영향을 받아왔음을 확인했다. 또한 이라크와 아프가니스탄에 대한 인도적 지원은 미국의 글로벌 전략을 지원함으로써 한미동맹 강화 등 전략적안보 목표와 일치했음을 알 수 있었다. 향후 안보 ODA 지속여부는 지켜볼주제이나, 국제정치 관점에서 안보가 공여국 ODA 분석과 설명에 있어 핵심 변수임은 분명한 사실이다.

Abstract

This study aims to highlight a close relationship between ODA policy and security policy in South Korea. We adopt a historical approach and examine the country’s ODA policy and strategic relationship between South Korea and her core partner countries. This study shows that via ODA, South Korean government has pursued key security goals, namely a consolidation of the ROK-US Mutual Defense Alliance by supporting the U.S. grand strategy of global security and maintaining and securing peace in the peninsula by checking North Korean regime. By underlining the importance of ‘security’ perspective in understanding aid motivation, this study challenges the existing unitary approach in defining aid motivation of a donor country. We highlight the importance of understanding ‘international’ nature of ODA, and therefore in order to grasp the fundamental nature of aid motivation, it is essential to analyze diplomatic relationship with partner countries. This study explains that South Korea’s security agenda has been a key factor in defining the country’s ODA policy. In particular, through a careful examination of South Korea’s ODA to Iraq and Afghanistan after 9.11 terrorist attack, this research explains how South Korean ODA has supported the country’s security policy, namely the consolidation of the military alliance with the U.S.
