북한이탈주민의 사기범죄 피해 원인에 관한 연구: 생활양식-일상활동이론(L-RAT)을 중심으로

경제적, 정치적 이유로 인해 사회주의 독재 체제인 북한을 탈출하여 남한 등 세계 여러 곳에서 난민 형태로 살아가는 북한 이탈주민의 수가 증가하고 있다. 사회주의 독재 체제에서 평생 살아왔던 많은 북한이탈주민들은 자본주의 사회에서의 정착 과정 중에 수많은 어려움을 겪고 있다. 북한이탈주민들이주로 정착하는 남한 사회에서도 많은 범죄 피해를 당하고 있는데, 특히 그들이 당하는 사기 범죄 피해는 남한 사람들에 비해 수십배 높은 실정이다. 이 연구에서는 범죄학, 피해자학의 ‘생활양식-일상활동이론(L-RAT)’을적용하여 북한이탈주민들의 사기 범죄 피해에 영향을 미치는 여러 요인들을 실증 분석하고자 하였다. 연구 결과, 선행연구들과 같이 북한 이탈주민에게도 ‘가시성’, ‘매력성’,‘접근성’이 유의미하게 영향을 미치는 것으로 나타났다. 그러나 ‘보호기재’는 통계적으로 유의미하지 않은 것으로 나타났다. 이러한 결과는 자본주의체제인 남한의 법률 및 금융시스템에 대한 북한이탈주민들의 지식 부재와지원 기관들의 효율적인 관리 부족에 따른 것으로 보이며 향후 이들에 대한정착 지원 및 범죄 피해 예방을 위해 금융교육 및 법률 지식 확충 이외 신변보호담당관, 정착도우미 등이 다양한 정책 지원을 제공할 것을 제언하였다.
Abstract
North Korean migrants escaping North Korea’s socialist dictatorship and economic and political difficulties are settling in South Korea and other countries in increasing numbers. However, many North Koreans are struggling to adapt to South Korea’s capitalist system. Consequently, significantly many migrants in South Korea are victims of crimes, and in particular, they suffer damage from fraud crimes at rates dozens of times higher than native South Koreans. This study analyzed factors related to criminal damage from fraud crimes based on actual proof analysis and adaptation of the Routine Activities Theory (RAT). Similar to precedent studies, our research reveals that visibility, attractiveness, and accessibility impact North Korean migrants. However, capable guardianship has little relevance to criminal damage. This study’s findings indicate that North Korean migrants’ lack of understanding of South Korea’s capitalist legal and financial systems is the main cause of their targeting by fraudsters.
