공적개발원조(ODA) 중점협력국가 선정 요인에 대한 실증분석

초록

본 연구는 최근 공적개발원조(ODA) 수원국 중 우리나라 정부가 선정한 중점협력국가를 공개하였는 바, 이에 영향을 미친 요인이 무엇인지에 대한 실증분석을 실시하였다. 이를 위하여OECD의 ODA 지원자료, WDI의 자료, 무역통계 등을 통합한 자료를 구축하여 분석하였다. 분석결과, 외교적 동기를 나타낸 미국과의 상호방위조약, 잠재적 경제협력 가능성을 대표하는 국내총소득과 국민총소득, 인도주의적 동기인 빈곤수준을 나타내는 1인당 국민총소득 등이 중점협력국가 선정에 유의미한 영향이 있는 것으로 나타났다. 결론적으로 우리나라 정부는 중점협력국가 선정에 있어 외교적 요인 뿐만 아니라 경제적 요인 및 인도주의적 요인 모두를 고려한 것을 실증적으로 확인할 수 있었다.

Abstract

This paper empirically examines the factors affecting the selection of priority countries for official development assistance(ODA) in Korea. As a donor, Korean government have selected priority countries for ODA, while continuing the regular ODA support for the recipients. However, the criteria of the selection was not clearly announced by the Korean government. Hence, this paper tries to provide a solid evidence using diplomatic, political and economic factors associated with the recipients and Korean government. We find that recipients per capita income, GNI, GDP factors are positive and significant. Moreover, having a mutual defense with US, a diplomatic factor, is also positive and significant. In conclusion, it seems that Korean government selected the priority countries for ODA with a integrated perspective, considering all the economic, humanitarian, and diplomatic factors.
