ODA의 효과성과 지속가능성은 공여국과 수원국의 호혜적 국익 추구에 의해 유지된다. OECD DAC 회원국으로서 한국의 ODA는 양적 확대와 더불어 ODA 정책의 선진화를 위한 질적 전환기에 있다. 여기서 중요한 문제는 국익의 개념을 어떻게 설정할 것인가이다. 국익 개념에 의해 ODA의 정책 방향이 달라질 수 있기 때문이다. 이 논문은 한국 ODA의 현황 분석을 통해 문제점을 도출하고, 일본의 ‘ODA 대강’의 개정과정을 검토한다. 그리고 이명박 정부의 ODA에 관한 새로운 외교전략을 분석한다. 이러한 논의를 바탕으로 한국 ODA 정책의 혁신을 위해서 고려해야 할 몇 가지 사항들을 다음과 같이 제시하고 있다. 첫째, ODA를 통해 추구하는 국익을 보다 분명하게 재정의해야 할 것이다. 둘째, ODA와 국익의 관계를 보다 분명하게 설정해야 할 것이다. 셋째, 개도국 지원과 국익 추구의 조화를 꾀해야 할 것이다. 넷째, ODA에 대한 국내의 교차적 압력을 극복해야 한다. 마지막으로 DAC 가입 이후 새로운 한국 ODA의 경로를 창출해 나가야 할 것이다.
Abstract
Effectiveness and sustainability of official development assistance(ODA) maintained by seeking a reciprocal national interest of the donor country and the recipient country. As a member of the OECD DAC, Korea’s ODA policy along with its growth in quantity, is at acrossroads for the enhancement of its quality. The key issues raised here are how the national interest defines. Because there are differences in policy direction of ODA by the concept of national interest. This paper reviews the present and past of Korea’s ODA and identifies some problems, and explores revision process of Japan's ODA Charter. Also it analyzes a new ODA strategy of the Lee Myung-bak administration. This paper presents the following considerations on development of ODA policy. First, the government should more clearly redefine the national interest pursued on the basis of ODA. Second, the government should more clearly establish the relationship of ODA and national interest. Third, the government should try to harmonization of assistance to developing countries and seeking the national interest. Fourth, the government should overcome pressures about policy direction of ODA raise from domestic disputes. Lastly, the government should search for new path of Korean ODA as a member of the OECD DAC.
