Abstract

European Union and USA have quite different regulations on Genetically Modified Organisms(GMO). This article tries to explain why and how this difference happened to settle down between two sides of Atlantic Ocean. We describe and analyse the emerging european bioscience-technology policy model in 1990s with special lights on the french case. In the past,science-technology policy reserved to only a small number of technocrats and experts who monopolized legitimate competence in this domain. But the intensive public debates triggered by the GMO issues in Europe(and in France) in the mid-1990s, developed by massive mobilization of non-government actors who were initially excluded from policy making channel, leads to construct “european public” or “civil society” in the name of which these non-government actors finally participate in official forums and therefore integrated in the policy making process on GMO issues. The emerging bioscience-technology policy model in France and in Europe consists of the start-point of institutionalization of “science-technology democracy” through the participation of “civil society” on the basis of enlarged expertises and multiple rationality.
