지역협력은 역내 회원국 사회 전반에 걸쳐 심대한 영향을 미친다. 특히 교역,투자, 서비스의 이동, 노동의 이동 등에 일정한 흐름을 형성한다. 그러나 이러한변화가 모든 지역협력에 일정한 것은 아니며, 지역협력의 심화 정도에 따라 큰차이를 나타낸다. 본 논문에서는 지역 공동체 형성 시의 노동 이동에 주목하고 있다. 노동이주의 주요 원인이 지역 공동체라는 또 다른 분석수준의 등장으로 인해 기존의 일반적 이주 흐름과 상이한 결과를 도출할 것이며, 나아가 이주에 관한 공동정책및 제도가 제안되어 시행될 때 노동이주 흐름이 어떻게 변화할 것인가라는 의문점을 갖게 된다. 따라서 본 논문에서는 현재 가장 지역협력이 심화된 형태를 갖춘 EU의 사례에서 이민에 관한 공동정책 및 제도가 노동이주에 미치는 영향에 관해 연구하였다. 지역의 결합 심화 과정에 따라 공동체 정책은 역내 사회의 통합에 중점을두게 되었으며, EU의 이민에 관한 공동 정책 및 제도가 회원국 간 자유인의 이주를 보장함으로써 노동이주에 심대한 영향을 미치고 있으며, 공동체 차원에서분석 시 저개발 지역으로부터 고도 발전 지역으로 향한 일반적 이주의 역방향으로상당한 노동이주가 진행될 것이라 추론해 볼 수 있다.
Abstract
Regional cooperation seriously affects the community in the region. This paper aimed at analysing the labour migration flows in the region, as deepening the regional integration. In order to prove the hypothesis, this study examined the EU’s common immigration policy and migration trends in EU. Also, the immigrant composition of EU 15 and EU 10 were analysed. Then their incoming and outgoing trends of migrants were investigated. For the detailed analysis, two groups of four countiries were taken for example; a group of Czech,Hungary, Slovakia and Poland were taken as the examples of periphery region. and the UK, Germany, the Netherlands and Belgium were selected as the examples of core region.
