아베 시기 일본의 ‘자유롭고 열린 인도-태평양’ 지역전략

초록

아베 시기 일본의 ‘자유롭고 열린 인도-태평양’ 지역전략은 더 이상 일본이 미국의 대아시아 정책에 수동적이거나 반응적이지 않음을 보여준다. 아베 정부는 미중 간 세력균형의 지속적인 변화라는 구조적 조건하에 인도-태평양이라는 해양 공간의 전략적 중요성을 파악하고 있다. 본 논문은 일본이 왜 그리고 어떻게 ‘자유롭고 열린 인도-태평양’ 지역전략을 발전시키게 되었는지 외교청서의 서술변화를 면밀하게 추적하면서 분석한다. 아베 정부는 2010년대 초 아시아 민주주의 안보다이아몬드 구상에 따라 미국, 호주, 인도 등 동질국가 간 협력을 강조하는 지역전략을 추구했다. 일본은 대중국 견제가 가능하도록 인도양으로 전략적 공간을 확장하여 미국과의 연계를 강화하는 한편 ASEAN 국가들과의 국방협력을 확대했다. 그러나 호주, 인도, ASEAN 등 주변국이 중국과의 지정학적 대립을 꺼리자 아베 정부는 중국과의 대립의 정도는 완화하면서 인도-태평양 지역 내 능력구축에 집중하는 방향으로 지역전략을 재설정했다. 이러한 변화는 향후 일본이 대미·대중관계에서 딜레마에 직면할 개연성을 포함하고 있다.

Abstract

This study addresses why and how Japan pursues the free and open Indo-Pacific regional strategy by examining narrative changes in the diplomatic bluebook. Facing challenges to the shifting balance of power between the US and China, Japan recognizes strategic significance of the Indo-Pacific region. In the 2010s, the Abe administration sought a regional strategy emphasizing cooperation among like-minded countries. Japan expanded its strategic horizon into the Indian Ocean in response to China’s rise while enhancing defense cooperation with the ASEAN countries. However, Japan had to reset its regional strategy because partner countries sought to avoid geopolitical confrontation with China diplomatically. To this end, Japan no longer calls the free and open Indo-Pacific a strategy and rather focuses on economic engagement and capacity building. Such change implies the likelihood that Japan faces a dilemma both in its US policy and China policy.
