Abstract
How have the perceptions and strategies of Japan in Asia evolved since its modernization in the late 1860s? What regional orders of Asia are pursued by the Japanese with strategic responses in the age of the U.S.–China conflict? This study aims to investigate the domestic and international factors that have affected the evolution of Japanese foreign policies in regions of Asia. Japan, at the periphery of Asia, grew as an empire that expanded far beyond East Asia before its defeat in 1945. With its imperial growth, the reconceptualization and redefinition of Asia were attempted, which took the forms of “Cast Off Asia, Join Europe,” “Pan-Asianism,” and “the Greater East Asia Co-prosperity Sphere” as national goals and strategies. After the defeat, Japanese regional strategies transformed from a strong emphasis on the U.S.–Japan alliance to “the East Asia Community” and eventually culminated in “the Indo–Pacific” strategy. This evolution illustrates that Japan has continued to address Asia by considering external forces outside Asia and has endeavored to extend the boundaries of Asia because of its internal and external necessities. Japan’s Asian strategies are characterized by “Asia in regionalization” rather than the “regionalization of Asia” because Japan has hoped to either include or exclude parts of Asia in its imagined and fabricated boundaries of Asian regions. Japan’s Indo–Pacific strategy could also be understood as an effort to divide Asian regions by redefining Asia, from which China is excluded.
