신냉전 시대 북극해 딜레마: 국제체제적 분석과 전망

Arctic Dilemma in the New Cold War: International Systemic Approach and Prospect

초록

기후변화로 빙하가 녹으면서 북극항로가 열리고 있다. 더불어 4차 산업혁명으로 첨단기술이 발전하면서 항로개척과 북극해 활용의 기회도 증가하고 있다. 이로 인해 북극해에 대한 접근성이 높아지고 있지만 강대국의 전략적 경쟁이 치열해지면서 되레 북극해 활용이 더 제한되는 딜레마에 봉착하고 있다. 북극해 딜레마의 역학이 언제 약하고 언제 강하게 나타나는가? 세력배분이라는 국제체제적 변수와 접근성이라는 두 가지 변수가 딜레마 강도를 좌우한다. 신냉전기는 북극해 접근성이 강화되었지만 미국의 힘의 압도 퇴보로 강대국의 충돌과 갈등이 부상하면서 북극해 딜레마의 강도가 거세졌다는 특징이 있다. 이에 인도-태평양지역의 남중국해 갈등처럼 북극해 경쟁도 강대국 경쟁의 대리전 지대로 변화하는 양상에 직면하고 있다. 북극해 경쟁은 근본적으로 국제체제적 요소에 의해 추동되었다는 점에서 행위자가 이를 변화시키는 것은 제한될 수밖에 없다. 하지만 행위자가 북극해에서 우발적 군사충돌을 막는 최소한의 장치를 마련하는 것은 가능하다. 이를 위해 “포괄적 북극해 CBM”을 가동시키는 국제적 공조가 요구된다. 나아가 한국은 강대국 경쟁에 뛰어든 미국, 중국, 러시아에 지정학적으로 연결된 국가라는 점에서 국가적 차원의 북극해 전략을 수립하여 국익을 담보할 수 있도록 노력해야 할 것이다.

Abstract

In the wake of melting ice caps, the Northern Sea Route has been opening. Moreover, advancing technologies driven by the Fourth Industrial Revolution serve as a factor for increasing opportunities for states to gain easier access to the Arctic region as a new frontier. Paradoxically, the growing opportunity leads to restricting the use of the Arctic sea, which struggles with ‘Arctic Dilemma.’ When is this dilemma stronger? The strength of this dilemma is determined by two factors: the distribution of power in international structure and a geographical access level. In the New Cold War, gaining access to the Arctic sea is easier but at the same time, the rise of great power competition caused by weakening hegemonic power makes this dilemma worsening. Accordingly, similar to the South China Sea in the Pacific region, the Arctic sea is being converted into a proxy war domain. Although structural pressure prevents agents from getting out of this deadlock, they can initiate a process to restrict accidental military confrontation in the region. To that end, “Comprehensive Arctic CBM” needs to be taken into consideration through international coordination. Furthermore, as South Korea cannot be fully separated from this dilemma, it should step up its effort to develop the National Arctic Strategy and guarantee national interest in the region.
