벨기에 분리주의 정당의 부상: 신플랑드르연대(N-VA)를 중심으로

본 연구는 벨기에의 신생 지역주의 정당 신플랑드르연대(N-VA; Nieuw-Vlaamse Alliantie)가 2010년대 이후 주요선거에서 급부상한 원인을 분석하는 것을 목표로 한다. 과거 벨기에는 협의제 민주주의의 본보기로 간주되었으며, 지역균열에도 불구하고 다양한 정당들이 상호 협력하는 전통을 발전시켰다. 하지만 현재 플랑드르의 분리 독립을공식적인 정당 강령으로 표방하는 신플랑드르연대가 플랑드르 지역의회 뿐만 아니라 연방의회에서도 제1당의 위치에 올랐다. 이에 벨기에 분리주의 정당의 영향력에 대해 보다 심도 있는 분석을 진행할 필요가 있다. 본 연구에서는 분리주의 이념이 연방주의 체계 비효율성에 대한 비판과 결합하여 확장되었음을 분석했으며, 플랑드르이익당(Vlaams Belang)과 달리 신플랑드르연대는 극우 포퓰리즘의 적대성을 배제하고, 연합주의 단계를 거치는 점진적 분리주의를 제시하여 대중적 지지를 얻는 데에 성공했음을 밝혔다.
Abstract
This article analyses the reason why the Belgian newborn separatist party, New Flemish Alliance, has suddenly emerged in major elections since 2010s. Belgium which was regarded as a model of consociational democracy has developed tradition of cooperation among different political parties despite of deep-rooted regional cleavages. However, in-depth analysis on actual impacts of Belgian separatist parties is demanded in that New Flemish Alliance(N-VA) officially demanding Flemish independence recently became the first leading party not only in Flemish parliament but also in federal parliament. This study explored that separatist ideology has been spread with criticism against the inefficiency of Belgian federal system, and New Flemish Alliance has succeeded to attain public support by proposing the idea of gradual separation through stage of confederalism, which is contrary to the far-right populism of precedent separatist party, Flemish Interest(VB).
