최근 선진 민주주의 국가에서 극우정당의 득표율이 급증하고 있다. 하지만 설령 득표율이 높더라도 정책결정과정에서 극우정당의 영향력은 국가마다 다양하다. 선거 이후 내각에 참여하는 것은 또 다른 정당정치의 결과물이기 때문이다. 극우정당의 득표율이 높아짐에도 불구하고 왜 어떤 나라에서는 극우정당이 연립정부에 참여하는 반면, 어떤 나라에서는 극우정당의 연립정부 참여 기회가 낮은가? 본 연구는 정치제도와 정당 리더십 변수에 주목한다. 비례성이 높은 선거제도를 기반으로 다양한 정당들이 존재하는 상황에서 보수정당의 리더십이 민주주의 가치에 대한 문지기 역할을 수행하려는 의지가 강력할수록 극우정당의 연립정부 참여는 어려울 것이다. 이러한 주장을 뒷받침하기 위해 본 연구는 2008년 경제위기 이후 네덜란드에서 치러진 세 번의 선거를 둘러싼 정당정치의 변화 과정을 추적한다.
Abstract
The vote rate of far-right parties is rapidly increasing in advanced democracies, but the influence of far-right parties in the policy-making process varies across the countries. Why some far-right parties could be winning-coalition partners, while others could not? This article focuses on electoral systems and political party leadership. In countries where the proportionality of the electoral system is large, and thus lots of political parties exist, the stronger the leadership of the conservative party is to serve as a gatekeeper for democratic values, the less possible it will be for the far-right party to participate in the coalition government. To support this argument, this article traces the processes of the recent three Dutch elections (2010, 2012, 2017) after the 2008 economic crisis.
