중앙정부의 행정개혁 추진력이 지방공무원의 참여에 미치는 영향에 관한 실증연구 : 정부3.0 추진과정을 중심으로

초록

이 연구는 행정개혁의 실질적인 집행주체인 지방공무원들의 행정개혁에 대한 중간평가적 의미를 갖는다. 일선행정현장에서 개혁을 집행하는 지방공무원들이 행정개혁에 얼마나 적극적으로 참여하고 있는지, 또 이러한 참여확보에 어떠한 요인들이 개입될 수 있는지를 살펴봄으로써 중·후반기에 접어든 행정개혁의 집행에 실천적인 함축을 제공할 수 있기 때문이다. 현재 박근혜 정부가 추진하고 있는 행정개혁인 정부3.0에 대한 참여의 적극성과 이에 영향을 미치는 요인들을 분석하기 위해 1,201명의지방공무원들을 대상으로 설문조사를 실시하였고, 이를 경로분석을 활용해 분석하였는데, 그 결과는 다음과 같이 요약해볼 수 있다. 첫째, 지방공무원의 정부3.0에 대한참여에 가장 큰 영향력을 미치는 요인은 중앙정부의 정책추진력으로 중앙정부의 의지와 추진력이 강할수록 지방공무원들의 정부3.0에 대한 참여가 강화되는 것으로 나타났다. 둘째, 행정개혁에 대한 필요성, 정부3.0에 대한 동의정도, 정부3.0의 기대효과 등과 같은 행정개혁에 대한 주관적 판단도 참여정도에 통계적으로 유의미한 영향력을 미치는 것으로 나타났다. 셋째, 중앙정부의 정책추진력에 공무원 개개인의 주관적 인지가 매개변수로 작용할 경우 참여의 적극성을 더욱 강화시키는 것으로 나타났다. 즉, 개인적인 요인과 환경적인 요인이 우호적으로 갖추어질 수 있어야 개혁추진과정에 적극적으로 참여하는 것으로 나타났다.

Abstract

This study aims to do the interim evaluation of the reform of local public participation which has been carried out actually in administration reform. In order to examine how much the local civil servants participate in administration reform positively at field administration, or why they are willing to participate, this study provides the practical implication of administration reform in the medium or the late stage. This study surveyed 1,201 local public servants in order to examine the positiveness and thereupon its influential factors of Gov.3.0 Policy which is encompassed in the administration reform under Park Geun-hye administration. Through path analysis, this paper concludes as followings. Firstly, the factor most influencing the participation of local civil servants in Gov.3.0 is the policy thrust of the Central government and thereupon the increasing participation of local civil servants in Gov.3.0. Secondly, the subjective judgments such as the necessity of administrative reform, the agreement level about Gov.3.0 and its expected effects have statistically significant impact on the degree of participation. Thirdly, if taking the subjective cognition of civil servants about the policy thrust of the Central government as parameter, the positiveness of participation increases significantly. Namely, only when personal factors and environmental factors are well-found can positive participation present during the process of reform enforcement.
