중앙의 정책추진과 지방공무원의 반응 - 지역 일자리 사업 통합사례를 중심으로-

Why Do Local Bureaucrats Resist National Government Reform Directives?: A Case Study of Government 3.0 in Korea

초록

최근의 행정개혁은 성공보다 실패할 가능성이 높고, 실패의 핵심적인 원인은 관료저항으로 인식돼 왔다. 그러나 지금까지의 연구결과들은 관료저항의 이유에 대해 구체적으로 설명하지 못하고 있다. 이 연구는 이와 같은 문제점을 인식하여 박근혜 정부가 추진하고 있는 행정개혁인 정부 3.0의 집행과정에서 나타난 관료저항의 원인을 목표모호성으로 상정하고, 이에 따른 관료들의 행태를 분석하였다. 분석결과는 첫째, 행정개혁 초기단계에서 중앙정부의 하향적 지시가 있었지만 개혁과제가 구체적이지 않아 사명진술 모호성이 나타났고, 이에 대한 지방공무원들의 반응은 순응과 방관적 태도였다. 둘째, 중앙정부가 지방정부를 통해 행정개혁 아이디어를 구체화하는 상향식 접근방법을 활용한 경우에도 지방정부 내부의 구조적 문제로 인해 지시적, 평가적 모호성이 나타났고, 이에 대한 지방공무원들의 반응은 발언과 방관의 강화로 나타났다. 셋째, 개혁과제가 구체화된 이후 중앙정부의 하향적 지시가 있는 경우에도 여전히 모호성이 해소되지 않아 순응과 소극적 발언의 행태를 보였다. 이는 관료의 저항이 행정개혁을 실패로 이끄는 것이 아니라 행정개혁이 갖는 다차원적인 모호성이 관료들의 저항을 불러일으키는 원인으로 작동하고 있음을 확인한 것이라고 할 수 있다.

Abstract

Recent public sector reform initiatives have experienced more failures than successes, and bureaucratic resistance to innovation is considered as a primary reason for that. However, cumulated findings from existing studies do not explain well reasons behind bureaucratic resistance. This study, filling the gap in research, analyzes bureaucratic behaviors in a local government agency facing a top-down reform initiative titled as Government 3.0. The Korean national government has pushed the reform drive to provincial and local governments, but implementing the drive in local level confronted bureaucratic resistance resulting from goal ambiguity. Multidimensional ambiguities embedded in Government 3.0 as a national reform drive led to local bureaucratic resistance. Three main findings take account of unexpected local reactions. Despite the strong tow-down push from the national government in the earlier phase of reform, mission comprehension ambiguity made by unclear contents of the reform directive let local agencies take an attitudinal selection between reluctant compliance and ignorance. Even in the next phase of bottom-up efforts where the national government collects reform ideas from local agencies, structural complexities in the local bureaucratic system provoked directive goal ambiguity and evaluative goal ambiguity, which led local bureaucrats to take voice and ignorance as a response. The more mature stage based top-down directions from the national government upon more concrete contents about the reform initiative, but this stage could not soothe multidimensional ambiguities yet, showing reluctant compliance and passive voice as local bureaucrats’ behavioral reaction. Conclusively the study argued that bureaucratic resistance did not necessarily ruin the administrative reform, but rather multidimensional ambiguities of the reform stirred bureaucratic resistance.
