지방자치제도가 정착되고 발전해가면서 모든 지방정부들이 각 분야에 걸쳐 혁신적인 정책을 시도함으로써 고도의 경쟁력을 갖춘 지역사회로 발전하고자 노력하고 있다. 그러나, 우리나라 지방정부의 경우 자율성에 입각하여 다양한 형태로 혁신을 추진하기 보다는 중앙정부의 표준화된 지침에 의해 지도되고 있어 각 지방정부의 혁신수준 및 환경을 반영한 혁신관리가 요구되고 있다. 이에 본 연구에서는 지방행정혁신을 위한 문제점을 찾아내고 지방행정혁신의 정착과 확산을 모색하기 위해 충청남도 공무원을 대상으로 변화상태, 저항요인, 혁신관리에 대하여 설문조사를 실시하였다. 이러한 실증분석 결과를 토대로 각 지방정부의 특성을 반영한 정책을 수립할 수 있는 기반을 구축할 수 있을 것이다.
Abstract
As the local government system has been settled and developed, each local government is making efforts to be a highly competitive community by attempting innovative policy over all fields. However, our local governments are rather directed by a standardized guide of the central government than promote innovation in diversified forms under self-governing principles, thus customized innovative management to the level of innovation and environment of each local government is necessary. In this study, questionnaire was conducted on changes, resisting factors, and innovative management for civil servants of Chungcheongnamdo Province to find out problems for innovation of local administration and settle down and spread it. Based on the result of such an empirical analysis, it is expected that a foothold to establish policy reflecting the characteristics of each local government will be formed.
