본 연구는 세종특별자치시 책임읍동 소재지와 주변지역 주민 간 인식 차이를 비교･분석함으로써 책임읍면동제의 성과와 한계를 평가하고, 제도 활성화를 위한 정책적 시사점을 제시하고자 한다. 분석결과, 주민들은 실제 공공서비스 체감을 통해 책임읍면동제를 인식하고 있었으며, 책임읍동 소재지보다 주변지역 주민들이 행정서비스의 효과를 더 긍정적으로 평가하는 경향이 나타났다. 주민 만족도는 공무원의 전문성과 태도, 대응역량에 의해 크게 좌우되었고, 책임읍면동제에 대한 수요와 기대는 존재하나 집단 간 인식 차이가 크지 않아 제도의 효과가 아직 충분히 확산되지 않은 것으로 나타났다. 이러한 결과는 책임읍면동제에 대한 맞춤형 홍보 전략, 지역특성과 행정서비스에 적합한 전달체계의 재설계, 공무원 역량 중심의 인력관리체계 정비가 필요함을 시사한다. 또한 책임읍면동제의 도입목적 달성과 정착을 위한 제도적･정책적 기반의 강화가 필요하다.
Abstract
This study compares and analyzes the differences in perception between residents of the area where the Eup-Myun-Dong’s Responsibility System is being implemented and the surrounding area, using Sejong Special Self-Governing City as an example. This study aims to evaluate the achievements and limitations of the Eup-Myun-Dong’s Responsibility System and provide policy implications for revitalizing the system. The results of the analysis showed that residents were aware of the Eup-Myun-Dong’s Responsibility System through the actual experience of public services, and residents in the surrounding areas tended to evaluate the effectiveness of administrative services more positively. Resident satisfaction was highly dependent on the professionalism, attitude, and responsiveness of government officials. In addition, although there is a demand and expectation for the Eup-Myun-Dong’s Responsibility System, there is not much difference in perception between groups, indicating that the effectiveness of the system has not yet been fully disseminated. These results suggest that a customized public relations strategy for the Eup-Myun-Dong’s Responsibility System, a redesign of the delivery system suited to the characteristics of regional and administrative services, and an establishment of a human resources management system centered on the competencies of public servants. Furthermore, it is necessary to strengthen institutional and policy support to achieve the purpose of introducing and establishing the Eup-Myun-Dong’s Responsibility System.
