Abstract
This study is based on the awareness of the problem of establishing uniform governance at each policy stage of urban regeneration projects. It started with the research hypothesis that the governance components and required competencies for each stage of the urban regeneration project would be different from each other. Accordingly, this study divided the policy stage into four stages: policy agenda setting, policy decision making, policy implementation, and facility operation, considering the discussion of previous studies and the characteristics of urban regeneration projects. The composition of governance was set as local residents, experts in each field, stakeholders, public officials, and city councilors, which are general governance components in the existing urban regeneration project operation. In order to analyze the competencies required for governance at each policy stage, the factors influencing each policy stage were analyzed based on the existing research discussions, and based on this, the competencies required for each policy stage were analyzed, summarized, and derived as required competencies. This research and analysis model was constructed, and through qualitative and quantitative empirical analysis, the establishment of a governance model for each project stage of the urban regeneration project and the necessary competencies were derived and established. The results of this study suggest major policy implications for the establishment of governance that will be important in urban and local administration in the future. In particular, it is judged to have major policy significance in that a new governance model has been established and presented at each stage of the project.
