경찰공무원의 윤리적 이념과 조직의 윤리적 분위기가 윤리적 판단에 미치는 영향 - 상관의 도덕적 역량을 조절변수로 -

초록

21세기는 윤리의 시대(The Era of Ethics)라고 할 만큼 투명행정이나 윤리행정이 선택이 아닌 시대적 요구에 따른 글로벌 스탠더드로 자리 잡고 있다. 이에 따라 정부는 선진일류국가의 윤리적 실천적 인프라인 공정사회 구현에 최선을 다하겠다는 의지를 표명하고 있다. 하지만 공공분야에 있어서 공정성을 추구하기 위해서는 윤리적 가치가 확립되는 것이 선행 조건이다. 특히 경찰은 국민의 생명과 재산을 보호하고 공공의 질서를 유지하는 것을 본령으로 하고 있기 때문에 직무의 투명성과 윤리의식은 더욱 중요시 된다. 하지만 최근 잇따라 발생하고 있는 일부 경찰관들의 부정부패와 경찰 최고관리자층의 비리는 묵묵히 소임을 다하고 있는 수많은 경찰관들의 근무의욕을저하시키고 전체 경찰에 대한 국민들의 신뢰를 떨어뜨리게 하고 나아가 국민을 불안케 하고 있는 요인이 되고 있다. 이를 감안하여 이 연구에서는 경찰공무원의 윤리적 판단에 초점을 두고 첫째, 기존의 윤리적 판단 연구에서 언급되었던 윤리적 판단 변수에 대한 검토를 바탕으로 경찰공무원의 윤리적 판단영향요인을 규명하고자 하였다. 즉 윤리적 판단 영향요인을 개인의 윤리적 이념과 조직의 윤리적 분위기로 구분하여 경찰공무원들의 윤리적 판단에 어떠한 영향을 미치는지를 분석하였다. 둘째, 개인의 윤리적 이념과 조직의 윤리적 분위기가 윤리적 판단에 미치는 영향에 있어서 상관의 도덕적 역량의 조절효과를 검증하였다. 개인의 윤리적 이념의 하위 요인으로는 ‘이상주의’, ‘상대주의’, 조직의 윤리적 분위기의 하위 변수로는 ‘원칙주의’, ‘이기주의’, ‘공리주의’를 독립변수로 선정하였고, 윤리적판단의 하위요인으로 ‘태만’, ‘사적이용’, ‘부정직’, ‘직권남용’을 종속변수로 선정하였으며, 상관의 도덕적 역량을 조절변수로 사용하였다. 표본의 크기는 전국의 경찰공무원 800명을 대상으로 하였다. 실증분석 결과, 개인의 윤리적 이념과 조직의 윤리적 분위기가 윤리적 판단에 미치는 영향에 있어서 이상주의는 비윤리적 판단에 부(-)적인 영향을 미치고, 이기주의와 공리주의는 정(+)적인 영향을 미치는 것으로 나타났다. 또한 조직의 윤리적 분위기 중 이기주의와 공리주의가 윤리적 판단에 미치는 영향에 있어 상관의 도덕적 역량의 조절효과가 검증되었다.

Abstract

Recently, Ethical problem has become an important topic in social science disciplines including psychology, sociology, economics, and organization studies. This study explored the Police Officer's Ethical Ideology, Ethical Climate and Police Officer's Ethical Judgement The Police officers’Ethical Ideology, Ethical Climate & Police Officer's Ethical Judgement has been measured, and then how Police Officer's Ethical Ideology and Ethical Climate affects Police Officer's Ethical Judgement has been examined. The study results may be used as a theoretical basis to assert the need of Police Officer's Ethical Ideology, Ethical Climate and Perceived Leader Integrity to increase the Police Officer's Ethical Judgement that is directly related to the public’s quality of life. The findings show significant relationships between Police Officer's Ethical Ideology, Ethical Climate and Police Officer's Ethical Judgement and Police Officer's Ethical Ideology, Ethical Climate and Perceived Leader Integrity was correlated to Police Officer's Ethical Judgement So, the ultimate purpose of this study is to suggest the ways for Police Officer's Ethical Judgement increase plan for the police. The methodology used in this study is based largely on the Ethical Judgement model. Independent variable comprises 2 categories ;Ethical ideology(Idealism, Relativism), Ethical Climate (Principle,Egotism, Benevolence), Moderating variable is Perceived Leader Integrity and Dependent variable is Ethical Judgement. 800 police officers from korea was selected as subjects and 687police officers among them responded to the survey and used 601police officers’ response in actual analysis. Here, statistical techniques such as step wise multiple regression and frequency are used in data-processing with SPSS for Windows 14.0.
