경찰공무원의 윤리적 판단 영향요인에 관한 연구

초록

개인의 윤리적 판단은 대인관계나 집단행동과 같은 조직학적 측면에서 뿐만 아니라 사회과학 전반에 걸쳐 중요하게 다루어져야 할 주제임에도 불구하고, 경찰조직을 대상으로 한 윤리적 판단에 대한 실증연구는 거의 전무한 실정이다. 경찰이 최상의 치안서비스 제공과 안전한 사회 건설이라는 목표를 달성하고 시민으로 부터의 신뢰와 협조를 얻기 위해서는 경찰조직내의 윤리적 판단 영향요인에 대한 정확한 진단이 필요할 것이다. 이 연구에서는 전국 16개 지방경찰청별로 각 50명씩 800명을 대상으로 첫째, 기존의 윤리적 판단 연구에서 언급되었던 윤리적 판단 변수에 대한 검토를 바탕으로 경찰공무원의 윤리적 판단영향요인을 규명하고자 하였다. 즉 윤리적 판단 영향요인을 개인적 요인(통제위치, 마키아벨리언이즘, 윤리적 이념, 직무만족)과 조직적 요인(조직의 윤리적 분위기, 조직몰입, 조직시민행동)으로 구분하여 경찰공무원들의 윤리적 판단에 어떠한 영향을 미치는지를 분석하였다. 둘째, 개인적 요인과 조직적 요인이 윤리적 판단에 미치는 영향에 있어서 상관의 도덕적 역량의 조절효과를 검증하고자 하였다. 기존의 윤리적 판단관련 연구들이 도덕적 판단의 원인 또는 결과의 한 측면만을 다루는 경우가 많이 있는데, 이 연구에서는 이들 요인들 간의 통합적인 모형화를 시도하고자 하였다. 분석결과 개인적 요인과 조직적요인이 윤리적 판단에 미치는 영향에 있어 상관의 도덕적 역량의 매개효과가 검증되었다. 이를 통하여 궁극적으로 경찰공무원의 윤리성 향상과 윤리적 판단의 증진방안을 도출하는 실증적 근거로 활용될 수 있을 것이다.

Abstract

Recently, Ethical problem has become an important topic in socialscience disciplines including psychology, sociology, economics, andorganization studies. This study explored the police officer's formative causes of ethicaldecision-making, and the relationship between the 'Personal influencefactors', 'Organizational influence Factors'. and the 'EthicalDecision-Making' and The police officer's formative causes of ethicaldecision-making, & Perceived leader's integrity, & Ethical decision-makinghas been measured, and then how police officer's formative causes ofethical decision-making, & Perceived leader's integrity affects ethicaldecision-making has been examined. The study results may be used asa theoretical basis to assert the need of Police officer's ethicaldecision-making to improve the Organizational effectiveness that isdirectly related to the public’s quality of life. The findings show significant relationships between Perceivedleader's integrity and Ethical decision-making. and In this study, In theinfluences that Personal factors, & Organizational factors have on toEthical Decision-Making, "Perceived leader's integrity" moderate effectwas verified. The methodology used in this study is based largely on the Ethicaldecision-making model. Independent variable comprises 2 categories;Personal factors, & Organizational factors and Dependent variable isEthical Decision-Making and Moderate variable is "Perceived leader'sintegrity. Personal factors comprises 4 categories; Locus of control(Internals, Externals), Machiavellianism, Ethical ideology(Idealism,Relativism), and Job Satisfaction. Organizational factors comprises 3categories; Ethical Climate, Organizational Commitment(Affectivecommitment, Continuance commitment, Normative commitment), andOrganizational citizenship behavior(Altruism, Conscientious behavior)800 police officers from korea was selected as subjects and 687 policeofficers among them responded to the survey and used 601 policeofficers' response in actual analysis. Here, statistical techniques such as,crosstabs, anova, frequency and analysis of covariance structures areused in data-processing with SPSS for Windows 14.0 and AMOS 7.0.
