지구대와 파출소와 같이 지역경찰은 경찰조직의 최일선에서 국민들의 생명과 재산을 보호하며, 지역사회 주민들과 밀착하여 최고의 치안서비스를 제공한다. 지금까지 경찰에 대한 시민들의 인식과 기대 그리고 치안서비스 요구의 변화와 함께 파출소는 대단위 파출소, 광역파출소, 경찰서 집중순찰제 등의 다양한 형태로 변모하여 왔다. 이에 2003년에는 범죄 대응력 향상, 치안서비스 강화를 위한 경찰조직 내 인력의 재배치와 경찰관서의 효율적 운영을 위한 근무여건 개선을 이유로 경찰서 관할구역을 인구ㆍ면적ㆍ범죄발생 건수 등의 치안수요 요건들을 지역실정에 적절하게 권역별로 인력ㆍ장비를 집중시켜 순찰지구대를 발전시켰다. 또한, 순찰지구대에서 제외된 기존의 파출소는 치안센터라는 명칭으로 민원담당관을 배치하여 민원봉사에 중점을 두고 각종의 치안서비스 제공, 관내 주민여론 수렴, 협력방범활동 등을 통해 치안서비스 활동을 강화하였다. 하지만 지역적으로 차이가 날 수 밖에 없는 치안여건을 고려하여 최근에는 다시 지역사회경찰활동을 위한 파출소제도를 적절하게 운영하는 사례가 증가하고 있다. 결국, 순찰지구대의 중단위 파출소 전환을 통한 경찰의 치안대응력 향상방안으로 지역사회 실정에 알맞은 지역경찰업무 수행, 경찰서와 지역경찰관서의 경찰기능과 업무 및 인력의 효율적인 재배치, 경찰의 지휘부서와 업무 수행부서의 중복된 업무 지양, 지역경찰관서 단위의 단순사건 해결 권한 부여 등을 통해 탄력적이고 유동적인 지역경찰 업무를 수행해야 할 것이다.
Abstract
Local police protect people's lives and property at the forefront in organizations such as police box, and provide the best policing service closely with local communities. Also, citizens required awareness and expectations and policing services of police. Police box has changed in the form of various(Large-scale police box, Metro-police box, Focusing patrol), In 2003, crime responsiveness, police service to strengthen the relocation of personnel and police officers within the police organization for the efficient operation of the working conditions were improved. So the police jurisdiction population, area, and incidence of crime, policing,and demand requirements, as appropriate to local restaurant with regional personnel and equipment were developed by focusing patrol division. In addition, the patrol division are excluded from the existing police box focuses on civil service by placing the policeman in police operation center. Policing services, residents vitro consensus,cooperation and crime prevention activities strengthened the police service activity. But police box for community policing operate properly practice is increasing by considering the security situation in recent years. Eventually, policing service by the conversion of medium-scale's police box in the patrol division system improve responsiveness. Local polices through tasks of the police and the efficient reallocation of labor, the police department and the department's mission avoid duplicate work, the authorization of the simple case resilient and flexible local police work should be performed.
