공통체 담론의 공통화를 위한 제언과 시론 - 'Commons' 의 번역과 의미망에 대해

본 논문은 공통체(commons) 연구 및 실천의 안정적 기반 확보라는 관점에서 점점더 논의의 필요성과 중요성이 커지고 있는 세 가지 문제를 종합적으로 다룬다. 첫째, ‘commons’의 번역, 둘째, 개념의 수직적 의미 확장과 분화, 셋째, 공통체와 공공성의 관계가 그것이다. 이 문제들은 일견 별개로 보이나, 20년 넘게 한국 학술장이 만족스럽게 정리하지 못하고 있는 공통체 개념의 의미망 혹은 의미관계를 명확히 하는 과제에서 하나로 수렴한다. 각 문제와 관련한 주요 논의는 다음과 같다. 1) ‘commons’ 의 번역어로 ‘공통체’(共通體)를 제안하고, 이를 중심으로 관련 개념들을 일관되게 번역할 것을 주장한다. 개념의 다층적 의미와 맥락을 포괄하고 감당할 수 있어야 한다는 핵심 요건에의 적합성과 더불어 역어 ‘공통체’가 갖는 강점들이 다각도로 논의될 것이다. 2) ‘공통체’라는 번역에 기초해, ‘commons’ 개념의 수직적 의미 확장과 분화의 관점에서 원리, 운동과 정치, 제도, 관계와 주체, 사물과 자원 등 상이한 층위의 의미들을 종합적으로 분석하며, 생산양식과 제헌권력으로서의 공통체라는 새로운 규정을 시론적으로 제시한다. 3) 공통체와 공공성의 관계를 공(共)-공(公)의 관계의 양면성에 초점을 맞춰 검토하는 가운데 공통체를 통한 공공성의 재구성이라는아이디어의 내적 긴장을 진단하고, 공통체의 제헌권력이라는 관점에서 양자의 관계를 재해석할 것을 제안한다.
Abstract
This paper addresses three interconnected issues that have become increasingly salient in the effort to establish a robust foundation for commons research and praxis. These issues, while seemingly discrete, converge on the challenge of elucidating the semantic network of the commons concept a task that has eluded satisfactory resolution in Korean academic discourse for over two decades. First, we grapple with the translation of ‘commons’ into Korean, proposing ‘공통체(共通體)’(gongtongche, literally ‘common body’) as a term that encapsulates the multifaceted nature of the concept. We argue that this translation not only accommodates the concept’s layered meanings and contextual nuances but also provides a consistent lexical foundation for related terms. Second, we explore the vertical expansion and differentiation of the commons concept. Through a comprehensive analysis, we examine its manifestations across various levels: as a principle, a political movement, an institution, a network of relationships and subjects, and as objects and resources. We also advance a preliminary reconceptualization of commons as both a mode of production and a form of constituent power. Third, we interrogate the relationship between commons and publicness, focusing on the duality inherent in the Korean terms ‘공’(gong) as both ‘common’(共) and ‘public’(公). This examination reveals the internal tensions in attempts to reconstruct publicness through commons. We propose a reinterpretation of this relationship through the lens of commons as constituent power. By synthesizing these three strands of inquiry, this paper aims to contribute to a more nuanced and coherent understanding of commons discourse, bridging linguistic, conceptual, and theoretical divides in the field.
