러시아 권위주의 시장경제의 발전과 국제자본의 역할

이 연구는 러시아 권위주의 시장경제 체제가 형성되고 발전하는 과정에서 국제자본이 기여한역할을 분석하고자 한다. 2000년대 들어 러시아 민주주의는 퇴보하였으나 경제는 높은 성장세를보여주었다. 권위주의 시대가 열렸다는 평가를 받는 상황에서 경제성장이 가능하였던 것은 외국자본 유입이 지속적으로 증가하였기 때문이다. 푸틴 정권과 국제자본 간 암묵적인 협력은 크게 증가하였다. 러시아는 다른 권위주의 개발도상국가와 달리 세계질서에 상당한 영향력을 행사할 수 있는 국가라는 점에서 국제금융자본과의관계에서 높은 협상력을 가질 수 있고 이는 실질적인 협력에 영향을 끼칠 수 있었다. 러시아는지난 10여년간 권위주의가 강화되는 상황에서도 국제금융과 선별적인 협력을 추진하였다. 때로는 국제자본과 갈등하거나 경쟁하는 모습을 보여주었지만 협력도 동시에 추구하였다. 러시아 경제성장은 권위주의 시장경제와 국제융자본이 서로의 이해를 충족시키면서 암묵적인 협력에 의하여 이루어졌다고 할 수 있다.
Abstract
This study aims to analyze the role of international capital and its contributionto the process and development of authoritarian market economy in Russia. Whiledemocracy in Russia has been degenerated in the 2000s, the Russian economyhas shown strong economic growth because of increasing foreign capital inflowsinto Russia. The authoritarian regime of Russia has implicitly cooperated with internationalcapital. Unlike other developing countries, authoritarian regime of Russia hasinfluenced in the world order, thus Russia has strong bargaining power vis-a-visthe international financial capital that contributes the realization the projects. Thanksto its advantages, Russia enabled to cooperation with international capital evenif it has strengthened the authoritarian regime during last decade. In the processof cooperation with global capital, Russia has shown from time to time conflictor compete with international capital, however, Russia maintained the cooperationin principle. In sum, although Russia is an authoritarian market economy, economicgrowth of Russia has been achieved with a tacit understanding of Russia authorityand international capitalists.
