Abstract
North Korea sought to expand its trade cooperation with the United Kingdom throughout the 1970s. In particular, the establishment of the Korean-British Trade Council(KBTC) in 1974, created to promote bilateral commercial ties. Through this channel, Pyongyang attempted to open a North Korean trade office in London and, by engaging with the ruling Labour party of U.K, North Korea sought to foster a political environment in which the issue of recognizing the North Korea could be raised in the U.K Parliament. During this period, the U.K. government considered the establishment of a North Korean trade office and recognition of North Korea. Although these initiatives ultimately failed, North Korea's outreach to the U.K. during this period hold significant importance. Through these interactions, North Korea came to recognize the necessity of managing foreign exchange, securing international credit, reforming its financial institutions, and improving its trade and language capacities. These experience later served as an important foundation for the reform and opening policies implemented in the early 1980s and beyond. More broadly, this case suggests that sustained interaction and learning from the international community can serve as a long-term catalyst for North Korea's gradual transformation and openness.
