Abstract

This study analyzes North Korea’s diplomatic strategy toward Japan in the early 1970s, with a particular focus on how Pyongyang leveraged Japan’s bipartisan parliamentary network to advance its diplomatic goals. Specifically, it explores the role of party-to-party networks and unofficial exchanges in fostering closer ties between North Korea and Japan. The findings indicate that North Korea actively engaged with bipartisan parliamentary Unions, including those composed of members from both the Japan Socialist Party and the Liberal Democratic Party, to expand its interactions with Japanese lawmakers. Through these engagements, Pyongyang sought to enhance economic cooperation by facilitating trade expansion and pursuing the establishment of trade offices, while simultaneously advancing efforts toward diplomatic normalization with Japan. Moreover, North Korea utilized Japanese bipartisan lawmakers as intermediaries for informal diplomatic contacts with the US. However, North Korea’s diplomatic approach to Japan encountered significant constraints, largely due to strong opposition from the South Korean government and internal economic difficulties. These challenges hindered Pyongyang’s ability to fully realize its diplomatic objectives. This study demonstrates that North Korea’s foreign policy in the 1970s was characterized by pragmatism and strategic flexibility. The findings suggest that similar diplomatic approach could be reactivated in the future, with potential implications for long-term North Korea-Japan relations and broader regional dynamics.
