본 연구는 한국 시민의 통일 필요성 인식이 어떻게 형성되는지를 다차원적으로 규명하고자 하였다. 이를 위해 통일 필요성 인식의 결정요인을 ‘대북 인식 및 정책적 태도’와 ‘통일의 현실적 조건’으로 나누는 통합적 분석 틀을 제시하고, 서울대 통일평화연구원과 통일연구원의 데이터를 활용하여 단계별로 회귀분석을 실시하였다. 분석 결과, 시민들의 통일 필요성 인식은 전통적인 안보·이념 담론을 넘어, 매우 현실적인 경제적 손익 계산에 따라 가장 강력하게 좌우됨이 확인되었다. 특히 ‘통일 비용 부담 의사’와 ‘통일 편익 기대’가 핵심 영향 변수였으며, ‘관계 개선 시급성’과 ‘북한이탈주민’에 대한 긍정적 태도 역시 통일 필요성 인식에 긍정적 영향력이 있는 중요 변수였다. 반면, 북한의 반복되는 안보 위협은 영향력이 강하지 않았으며, 사회갈등이나 가짜뉴스에 대한 우려 역시 경제적 계산의 중요성에 가려져 유의미한 영향을 보이지 않았다. 이러한 분석 결과는 통일 필요성 인식을 높이기 위해서는 통일 담론이 경제적 합리성에 기반해야 하며, 북한이탈주민의 성공적인 사회 통합에 주력해야 한다는 정책적 시사점을 제공한다.
Abstract
This study aims to analyze how South Korean citizens’ perceptions of the need for unification are formed. To this end, it proposes an integrated analytical framework that distinguishes between perceptions of North Korea and policy attitudes and the realistic conditions for unification, and conducts regression analyses by introducing variables in sequential steps using nationally representative data from the Institute for Peace and Unification Studies at Seoul National University and the Korea Institute for National Unification. The results show that perceptions of unification necessity are driven most strongly by pragmatic cost–benefit calculations, rather than by traditional security/ideological discourse. In particular, willingness to bear unification costs and expected benefits of unification emerge as the key predictors, while the perceived urgency of improving inter-Korean relations and favorable attitudes toward North Korean defectors also have positive effects. By contrast, recurrent North Korean security threats exert limited influence, and concerns about social conflict or fake news are not significant once economic evaluations are taken into account. These findings provide policy implications that to enhance perceptions of the need for unification, unification discourse should be grounded in economic rationality, and policy efforts should focus on the successful social integration of North Korean defectors.
