특수외국어 교육 진흥 사업의 의의와 과제: 부산외국어대학교 GMS 국가 후속세대 양성을 위한 제언

본 연구는 「특수외국어 교육 진흥에 관한 법률」에 따라 운영되고 있는 부산외국어대학교 특수외국어사업의 성과와 한계를 비판적으로 고찰하고, 태국어전공자를 대상으로 한 설문조사를 바탕으로 특수외국어사업의 개선 방향 및 동남아 전문 인재 양성을 위한 향후 발전 방향에 대해 제언하고자 한다. 먼저 특수외국어사업단의 사업추진위원회, 사업운영위원회, 성과관리위원회의 기능과 역할을 검토하고 평가함으로써, 참여 학과의 자율성 확대와 언어 간 형평성, 교원 역량 강화를 위한 제도적 보완의 필요성을 강조했다. 한편 태국어전공 재학생을 대상으로 한 설문조사를 통해 특수외국어사업 및 전공에 대한 인식, 학습 만족도, 목표 수준(B2) 도달가능성, 특수외국어사업단의 프로그램 참여 경험 등을 분석했다. 그 결과, 특수외국어사업단 프로그램의 홍보 강화, 외국인 유학생과의 교류 확대, 교수·학습법의 다양화, 해외연수 지원을 위한 재정적 확대 등 실질적인 지원 방안 마련의 필요성이 확인되었다.
Abstract
This study critically examines the achievements and limitations of the Critical Foreign Languages(CFL) Education Program at Busan University of Foreign Studies (BUFS), which operates under the Act on the Promotion of Education of Critical Foreign Languages. Drawing on a survey of Thai major students, the study proposes directions for improving the program and fostering the next generation of GMS experts. By reviewing and evaluating the functions and roles of the Steering Committee, Operations Committee, and Performance Management Committee, the study emphasizes the need for institutional enhancements to expand departmental autonomy, ensure language equity, and strengthen faculty capabilities. The survey further analyzed students’ perceptions of the program and the major, learning satisfaction, the likelihood of achieving the target proficiency level (B2), and experiences participating in CFL program activities. The findings highlight the necessity of practical support measures, including enhancing program promotion, expanding exchanges with international students, diversifying teaching and learning methods, and increasing financial support for overseas study opportunities.
